Moving Money From Brazil

For buyers who live in Brazil: the IOF tax on currency exchange, why money to buy a US home generally goes through an institution that Brazil's central bank (Banco Central) has authorized to operate in the foreign exchange market, and when property abroad must be reported to the Banco Central and to Brazil's tax agency (Receita Federal).

Selling as a Foreign Owner

When the seller is a foreign person, the buyer generally must withhold 15% of the amount realized (roughly the gross sale price, not the profit) under FIRPTA. For FIRPTA, a foreign person is a nonresident alien or a foreign entity; green card holders generally don’t count. California generally requires its own withholding too, unless an exemption applies, and both can apply to the same sale. See how both work, and how US rent is taxed.
